Her team works closely with risk colleagues in the regional and business risk teams and other key stakeholders in Corporate Security & Investigative Services, and Information / Cyber Security in maintaining a robust management of fraud risk through policy compliance, improvements in technical infrastructure and operational excellence.
Vinaya has 25 years of experience in financial services across Risk, Compliance and Internal audit areas. Prior to the current role, she was the Operational Risk Management for Citi South Asia, working closely with business and functional heads in proactively managing operational risk and providing oversight across Asia Regional Enterprise Operations & Technology.
Vinaya is part of the Steering committee of the Citi London Pride Network, acting as Secretary and Treasurer. When based in India, she was the co-sponsor of the first Citi Women’s network in Asia and a member of the India Diversity Council. Over the years, she has been mentoring young professionals, both in and outside Citi. She supports multiple charities working in the UK and India on creating greater opportunities for children from under privileged backgrounds.

De Quincey Bailey is a senior investigation officer in HMRC’s Fraud Investigation Service (FIS), Organised Crime Operations. He is a forensic subject matter expert in national and international money laundering systems, with expertise in the criminal exploitation of informal value transfer systems (IVTS). He has been a member of the Proceeds of Crime Lawyers Association and an accredited member of the National Crime Agency (NCA) Expert Laundering Evidence Cadre since 2016. In December 2020, he was commended by the Director National Economic Crime Centre of the NCA for his outstanding contribution in providing expert evidence in support of complex economic crime prosecutions and investigations.
He has spent more than ten years investigating and prosecuting professional Money laundering networks exploiting the financial sector internationally, giving him continued exposure to a wide range of criminality, and the techniques used by those involved in serious and organised crime to acquire, move and dispose of criminal proceeds.
He provides expert level technical support concerning Money laundering, Terrorist Financing, or the application of the Money Laundering Regulations (MLRs) to HMRC’s senior leadership team who are responsible for delivering HMRC’s response to the most serious attacks on HMRC core functions. The unit, supported by both Lloyds of London and the membership of the Association of British Insurers (ABI), investigated all types of insurance fraud across England and Wales
In an effort to promote the good work of the Unit and promulgate the “don’t commit insurance fraud” message, David appeared on numerous television and radio programmes, and also utilised social media.
The initial three year pilot was deemed to be such a success that the ABI agreed a further three years of funding, with an additional boost of an extra £750,000 per annum.
Upon joining Hastings Direct, David set up the new Special Investigations Unit (SIU), which he now leads.
The team has expanded significantly since its formation. The SIU comprises:-Claims Fraud and Policy Fraud sections; an Intelligence Unit with its own analyst; a team of Field Force agents who cover hotspot areas across the country. The SIU is responsible for managing all special investigations and since the summer of 2018, all instances of internal fraud.
David also chair the CIFAS Internal Fraud Working Group which shares best practice amongst its various Financial Services members.
