Ryan Winch
Ryan Winch is the Transnational Crime and Technology Programme Manager at the Regional Support Office of the Bali Process (RSO). With over a decade of experience in criminal justice and security sector reform, Ryan's work focuses on countering the evolving use of technology by organized crime groups, particularly in human trafficking and people smuggling. He also leads the RSO's efforts to address the proliferation of cyber scam centers in the region.
Prior to his current role, Ryan served as a Security Sector Reform Officer with the UN Peacekeeping Mission in the Central African Republic and as a Programme Coordinator with the UN Office on Drugs and Crime (UNODC) in Myanmar. In Myanmar, he led efforts to strengthen criminal justice responses to gender-based violence, coordinating 15 capacity building workshops across the country for criminal justice officials. Before this, with UNODC's Regional Office for Southeast Asia and the Pacific, Ryan contributed to regional efforts addressing transnational organised crime and to align drug policies across the Greater Mekong Sub-region.
Ryan holds a Master's in Global Governance from the University of Waterloo. He combines his academic background with extensive field experience in conflict-affected regions to develop innovative approaches to complex transnational challenges through international cooperation and evidence-based policy development.
